City Council Has New Member;
Another to Be Chosen In December
The selection of new councilman
Elwood "Mo" Mosley of 126 Capitol highlighted a busy City Council agenda
at the November 29, 2001, meeting. Mosley was selected to complete Wanda
Davidson's unexpired term for Ward 2 Position 1, as she has recently moved
from that area.
Mayor Pratt read a letter of resignation from
Councilman John Adams, Ward 1 Position 2, who resigned due to increased
business commitment. A new member to replace him will be selected at the
December meeting. Residents of Ward 1 who would like to complete Mr. Adams
unexpired term on the Council should notify the Mayor's office and plan to
attend the next regularly scheduled City Council meeting on December 20,
2001.
In other business, the council approved ordinance
2001-12 to address a new contract with I.E.S.I. of Midway, Arkansas, for
collection and disposal of trash within the City of Cotter. The new
contract is for a period of three years and is renewable. I.E.S.I. rates
will rise to $7.00 per account to reflect increases in their costs.
Billing will continue to be done by the city as part of the monthly
water/sewer fees. An additional $.50 per account is added by the city to
cover the city's administrative cost. The new rate for trash pick-up of
$7.50 will be reflected in water and sewer bills beginning in January
2002.
The council passed resolution 2001-05 amending the
personnel handbook for employees of the City of Cotter. Specifically, the
practice of awarding compensatory time off in lieu of paid overtime was
curtailed. In the future any Cotter city employee who works overtime hours
will be paid at the traditional overtime rate.
Christmas bonuses of $100 were approved for city
employees and each member of the volunteer fire department.
The council accepted a gift to the city of three lots
from the Thomas Cole family. The lots are #502, 504 and 505. They are
located on the south side of McLean near the corner of Second and McLean.
Ordinance 2001-11, which vacated an alley near the old
lumber company shed, was passed. An agreement was approved for engineering
services for wastewater treatment plant improvements for the cities of
Cotter and Gassville. The council approved transfer of $2,000 from the
general fund to the water line replacement account.
The mayor presented the proposed budget for 2002 with
revenues of $809,569, expenses of $766,804 and a positive balance of
$42,765. A budget work session was scheduled for December 12, 2001, at 5
p.m. in City Council chambers. The public is encouraged to attend.
Hats Off Award to Wisemans
The monthly "Hat's Off" award for
November was presented to Mr. & Mrs. Delter Wiseman of 323 Harding Blvd.
The award is presented by the Cotter Area Chamber of Commerce in
recognition of property improvements within the city of Cotter.

Christmas Party
Our next meeting will be a dinner,
December l3, 6 PM at the Brass Door. We will be having our Christmas
Party. If you would like to come please call Tommye Collins at 435-2566.
Price of the tickets are $l2 including tax and tip. Bring your favorite
Christmas memories (stories) and we will share.
We will not meet again till April 11th. However, we
will be busy preparing for our tour of homes which will occur on April
28th, 2002, and also working on our Railroad Memorial.
As some of you may have noticed in regards to the
caboose, there is a complete new roof with a rubber covering that is
guaranteed to last 20 years. The metal portion will be sandblasted soon
and next will be new siding and paint. We have turned in ll6 names of
railroad workers to be engraved on granite bricks; if any of you want to
make a tax-deductible donation to have your name engraved on a brick,
please call Doris Anglin at 435-6255. Each brick donation is $50.
We are accepting railroad memorabilia for our future
CCC Railroad Room at Baxter County Heritage Museum. We are very proud of
what has been given so far. Please give your things to me or call me and I
will collect them.

Name Sought for
Cotter Historic District
One of the many benefits from creation
of a historic district is the attraction and long term promotional value to
the town and surrounding area. In this regard, local organizers are seeking
ideas from the public for a name for the Cotter historic district.
In the mean time, the nomination process has begun and
work is proceeding to complete detailed survey forms for each individual
building and its history. Photographs of each will be made with both black and
white and color slide film. Detailed mapping information for each property
will also be completed. An initial group of ten properties will be submitted
for review and correction by the Arkansas Historic Preservation Program office
from Little Rock to aid completion of the remainder of the application. This
is expected to be a lengthy process and the public is welcome to join the
effort.

Special School Activities
December highlights include lots of
Warrior basketball, the Junior High Band Tryouts and Clinic, and
the Christmas Concert on Dec. 16th at 2:30 p.m. in the gym. The
Elementary Christmas Program will be on Dec. 11 at 6:30 in the gym. Our
Quiz Bowl teams travel to Harrison on the 5th and 11th. Good luck, kids!
