New Leadership for Cotter
A high voter turn-out, especially for a run-off
election, returned former mayor Bill Jennings to the office of Mayor for the
next four years at the run-off election conducted Nov. 26, 2002. Approximately
63% of Cotter’s registered voters gave Jennings 181 votes to 170 for former
councilman Jimmy Thrasher.
The new City Council elected Nov. 5 is:

Farewell from Mayor Pratt
As the year 2002 ends, and also my term as Mayor of the City of Cotter, I want
to thank all of you for allowing me to serve as your Mayor these past four
years. It has been a great experience that I will never forget. Happy holidays
to everyone and I wish all of you a great 2003.
Paving Work Progress
At the November City Council meeting Mayor Pratt
reported street overlay as a result of the money brought in from the 1 cent tax
passed in 1999. He provided the following list:

The Town at Lake’s Ferry
Thos. Combs and Jerry South of Mountain Home, and Messers. Devereux and
Fox, engineers, and W.V. Powell, attorney for the White River railroad,
met by agreement on Mr. Comb’s farm at Lake’s Ferry last Wednesday. All
the preliminaries for the townsite were definitely settled. About 40 acres
were set apart for railroad purposes, including depots, round-house,
yards, etc. The townsite embraces about 300 acres, and it is the intention
of the company to plat and lay off the town right away. As soon as this is
done the property will be on the market. It is thought the work will be
completed by Feb. 1, 1903. The new town has been christened “Cotter.” |
Santa Claus at Youth Center Dec.
14th
Hey, kids! Santa
Claus is coming to the North Arkansas Youth Center on Dec. 14, 2002, from 12
noon to 2 p.m. There will be no charge to sit on Santa's lap and talk to him.
You can have your picture made with Santa for only a
dollar. Pictures will be taken with a 35mm camera and can be picked up at a
later date. If your mom and dad prefer they can provide your address so the
pictures can be mailed to your house.
The North Arkansas Youth Center is located at 412
Powell St. and is open every day. For specific hours, call the Center at
435-2850.
Council Approves Proposed
Budget
At their regular monthly meeting on Nov 21, 2002, the
Cotter City Council approved the Mayor’s proposed budget for 2003. The document
included proposed revenues of $773,305, proposed expenses of $723,028, with a
balance of $50,227. The proposed budget is simply an opening financial position
for the City of Cotter for 2003. Details will be added and the budget will be
finalized by the new administration.
In other action the Council approved:

Ordinance no. 2002-05 which prohibits Pit
Bull Terriers and vicious dogs in the City of Cotter

Resolution 2002-05 which established a $500
guideline for inventory control of public property

A $100 Christmas bonus for City employees
and VFD members
General discussion
items included mention that the Christmas lights are up; the fire truck fund now
approaches $60,000; water/sewer plant progress is good, but slightly behind
schedule; lights for the railroad memorial in Big Spring Park are finished and
look great.
Chamber of Commerce
Continues Active Schedule
The November meeting of the Cotter Area Chamber of
Commerce at the White Sands Restaurant Nov 19, 2002, had a great crowd and full
agenda.
Carolyn Gill discussed this year’s Light the Loop
Program (see related article). It was suggested that folks who live along the
bluff also decorate in their back yards.
The second annual “Great Cotter Trout Festival” on May
2 & 3, 2003, will include a special stamp cancellation by the Cotter Post
Office, celebrating it’s 100th anniversary in 2003. The design for the
cancellation is by local artist Duane Hada. Also, special Cotter post cards will
be for sale to the public.
The Cotter Area Chamber of Commerce meets regularly the
third Tuesday of each month at 8 a.m. at the White Sands Restaurant. The Chamber
is made up of individuals dedicated to the betterment of Cotter. The Chamber
will not meet during the Christmas holidays. The next meeting will be Jan 21,
2003, and the public is invited. For more information call Sonny Sharp,

Time to “Light the Loop”
The Arkansas Department of Parks and Tourism sponsors
an annual program, Trail of Holiday Lights, to highlight communities that
decorate for Christmas. Area Chambers of Commerce are our local sponsors and
costs are subsidized by the Baxter Bulletin.
The Light the Loop portion connects Cotter, Flippin,
Bull Shoals, Lakeview, Midway and Gassville along Highways 178 and 126. The
competition has two basic categories: “Lights, Lights, Lights” and
“Traditional.”
Applications are available locally at the Cotter City
Hall. Judging is scheduled for December 15th from dark to 10 p.m. For more
information contact local coordinator Carolyn Gill at 435-2267.
