5th Annual Fall Festival to Re-dedicate Historic Bridge September 24th Bring your lawn chairs to Big Spring Park and help celebrate the R.M. Ruthven rainbow arch bridge. Re-dedication ceremonies begin at 2 p.m. just down the hill near the Big Spring. A number of invitations have been issued and a variety of state and federal officials are expected to attend. The Cotter band and chorus are scheduled to perform at 4 p.m. to be followed by a barbeque dinner sponsored by the Cotter Area Chamber of Commerce. The price of the dinner is $5 per plate and patrons can enjoy the music of Gary Ash and Wildfire.
Cotter Looking for
Vintage Cars, Men who worked on the bridge when it was being constructed in 1929-1930 will be honored at the rededication ceremony. Vintage cars,1930 and earlier, are sought to take part in the ceremony. Big Day Saturday, September 25th The fall festival moves to historic downtown Cotter on Saturday. The day starts with the downtown parade at 10 a.m. The theme in this centennial year is "Cotter Through the Century." A large parade is expected so come early and get your favorite viewing position. The parade route is from the top of Cotter hill to left on Second Street to right on McLean Ave. (west past City Hall) to end at Big Spring Park. Other attractions include: * Art show and sale at 409 Second Street from 10 a.m. till 4 p.m. (See story on page 2.) * Historic Cotter Museum, limited edition, City Hall. Sponsored by the Saturday Club of Cotter.
* Historic Seminars at City Hall. * Games for kids near 2nd and McLean. * The festival will close with the second Fall Festival Beauty Pageant at 7 p.m. at the North Arkansas Youth Center. The Outdoor stage show starts at 11:30 a.m. on 2nd Street between Combs and Dalton. (Story on page 2)

A special display of art work by
award winning local artists will highlight the Area Art Club's show and
sale at Cotter's fifth annual Fall Festival, Sept 25, 2004. The show will
be open to the public from 10 a.m. till 4 p.m. Most of the works will be
offered for sale at reasonable prices.
1st Annual Fall Festival Extra! Extra!! Read all about it! The 1st annual Cotter Fall Festival Talent Show will be held at 7:00 p.m. on Monday, September 20, in the Cotter Public School’s cafeteria on the stage. There will be a cash prize for the winners of each age division, as well as ribbons and certificates for the first and second runners up. All winners from each division will perform again on Saturday, September 25, at 11:30. Pick up an entry form at the school, fill it out, and mail it, with your check for $5.00 per act, to Carolinn or John Devos at Cotter High School, P.O. Box 70, Cotter, AR 72626. Please make checks payable to the Cotter Music Department. The entry deadline for all participants is 3:00 p.m. on Friday, September 17, 2004.
Ozark Mountain Region Chooses Cotter The Cotter Area Chamber of Commerce will host the annual picnic of the Ozark Mountain Region destination tourist bureau on Sept 21st at Big Spring Park. Over one hundred members from north central Arkansas, most involved in tourist-related businesses, are expected. In the official invitation to the members, OMR Executive Director Kelley Linck told the members: “Beverly Pence and the Chamber have rented a trolley for the day and will start giving very informative historical tours of Cotter at 10:00. The trolley will only hold about 30 people, so get there and get yourself signed up for one of these tours. Each person that goes on the tour will receive a bag full of goodies sponsored by the chamber and businesses in Cotter. The people of Cotter are proud of their historic downtown and the grand re-opening of the old bridge. They are very serious about showing it off to all of the good tourism people in Arkansas. It is well worth seeing and is also a great place to send your visitors for a day trip.” While the picnic is scheduled for Tuesday, a day when many Cotter businesses are not open, the Cotter Chamber hopes that downtown area businesses will be open and welcome visitors. It would be good for Cotter, good for OMR members, and good for your business.
The long awaited re-opening of our R.M. Ruthven, Rainbow Arch Bridge is finally within our sights. The dedication program is being planned jointly by the Cotter Area Chamber of Commerce and the City of Cotter. Because the program is being planned for 2:00 pm, Friday, September 24th, it has become the prelude to our Fall Festival. The Festival Chairman, Sonny Sharp, Chamber President Bev Pence with Gail Majors and Gil Stammer representing the City Council, have spent hundreds of hours working out the details of this two day event. With a whole list of dignitaries helping with the ribbon cutting, the traffic will start to flow. It will seem different to cross our beautiful bridge when we are headed west. What a beautiful job Mr. Hardy, Phillip Caves and their crew have done. Whenever you see any of the construction guys, or the People from the Highway Department give them a big thanks for a wonderful job. The big pile of rock presently in the launching area of Big Spring Park is a present from Hardy Construction Company. It will be used primarily to complete a remodeling of the boat launching ramp, and parking area. The plan calls for raising the elevation of the parking area about three feet in order build a new launching ramp that will be much easier to use. The parking area will be enlarged to handle many more vehicles with trailers, and will be paved. Hopefully work can be started soon, and it will be another big step for Cotter. Speaking of big steps, we have seen a huge increase in our sales tax revenue being returned to us by the state. Kent and Teresa Newman, owners of Contractors Truss Company, have given us a nice increase in our local sales tax, and our turnback from the county sales tax has increased every month since the Super Center opened. Our total collections for the month of June exceeded $20,000.00 for the first time in history. This means we have a little more discretionary income, which will allow us to build up some reserves to be used as local match for grants. We still have some fence sections available for the Art Contest. The sections are approximately 6 by 10 feet and are available at no charge. The first prize is $100.00, with any tasteful design or topic being acceptable. The sections need to be completely covered and should be reasonably weather resistant. Judging will be done Thursday September 23rd at 6.00pm. Don’t forget the city-wide yard sale on Saturday September 11. You can sign up to be on the map at any of the businesses on Second Street. Your leftovers can be picked up Monday September 13, when we have the fall version of the large item trash pick-up. Remember, tires, paint and appliances containing freon will not be picked up without a tag attached by the dealer that removed the freon. Tires can be taken to Muffler World in Mountain Home. There is a limit of four tires per household. Paint and pesticides can be taken to the Baxter County Road and Bridge offices on Highway 5 South. You can call their office for the hours of operation. I hope to see you at the re-dedication program and barbeque on Friday and then Saturday at the parade and Festival.
City-wide Yard Sale – The Cotter Chamber of Commerce has finalized the plans for the fall "CITY WIDE YARD SALES EVENT." It will be on Saturday, September 11 from 7 am to 4 pm. Any resident of Cotter may set up a sale at their home but must sign up (no phone calls) at the Cotter City Hall between Sept. 1st and Sept. 10th to be included on the list and map that is handed out on the day of the sale. This is a 'free' sale and does not count as one of the 2 yard sales that requires a city permit. Historically, this event has an average of 51 yards sales that day. Despite the best efforts of new Cannaday building owner, Herb Parker, and his troops of sidewalk superintendents and photographers, the walls of the 1906 building refused to stand. After removing the back and cleaning out the interior careful efforts were made to remove only the second floor walls. Steady pressure was applied to the top, and it seemed like it might work. The top leaned in for a few seconds and fell correctly, but the lower floor collapsed forward onto McLean Avenue, depositing Cotter-made cement blocks almost all the way across McLean Street to Rainbow Bridge Treasures. The area was well cordoned and no damage of any kind occurred. The only victim in the incident was a very disgruntled skunk that departed the building a few minutes before the walls came down. The old post office building still stands, and Mr. Parker hopes to be able to save it and build a new building to replace the fallen one.

No one we’ve talked to seems to know the earliest history of the little house just across 2nd Street from the Cotter Post Office. It was previously a barber shop and pool hall, we’ve been told. Now Quinn and Tina Berry, formerly of Memphis, have given it new life as Riverbend Trading Antique and Fly Shop. Come by and take a look at the latest historic building in Cotter to be renovated – you might find just the thing you’ve always wanted but could never find! Last Bridge Construction Picture Taken in late July, this picture shows the last part of the roadbed on the R.M. Ruthven bridge being completed. During these final few days of construction, the bridge is getting a bath with Simple Green, and will soon be the most beautiful bridge in Arkansas once more. Saturday Club of Cotter Begins Membership Drive On July 29, 1905, “a party of ladies met with Mrs. Hopkins on Cotter Heights and organized a club to meet weekly and spend a social hour.” They called themselves the “Fancywork Club.” This was the beginning of the Saturday Club of Cotter, which became a part of the General Federation of Women’s Clubs in 1916. Since that time, the members of the club have volunteered for Cotter, giving countless hours of service to improve the cemetery and park, start the town’s first library, and support the Cotter schools. The Saturday Club continues to be active in supporting the schools, and now we’ve taken on the job of buying markers for sites which are important to the history of Cotter. Council Continues City Upgrades At their monthly meeting August 26th the Cotter City Council took several steps to upgrade services. Peggy Hammack was appointed to complete the unexpired term (Dec 31, 2004) of Mary McLaughlin who has moved from this area. Mayor Jennings was authorized to seek additional bids and proceed with sidewalk replacement on the east side of Second Street between McLean and South Streets. One bid had been received and two additional will be considered providing they are within 5 percent of the bid already received. The council ratified purchase of a new truck for the street and water departments. Expenditure of $2800 was also given for hydraulics for adding a dump bed and a wiring harness for adding snow removal equipment. Approval was also given for replacement of a major valve at the waste water treatment plant. The Council approved a $1 per hour raise for police officer Ron Weaver, retroactive from Aug 1st, based on his outstanding performance of duties. They heard second reading of Ordinance 04-04 "An Ordinance Controlling the Manufacture, Sale, and Use of Fireworks within the Corporate Limits of the City of Cotter, Arkansas, and Providing for a Penalty." Third reading and final action is scheduled for the next Council meeting Sept 23rd. Olympic Medal Has Cotter Connection Cotter resident Helen Miller is very proud these days after watching her grand niece Amanda Weir swim in the recent Olympic Games at Athens, Greece. Amanda was a member of the 4 x 100 freestyle relay team and won a silver medal. Helen's sister, Amanda's grandmother, lives in Seal Beach, California.
