Cotter Spring

A
boy, a rope, and a pool of icy water.
The
swimming season starts in May at the Cotter Spring. Residents of Cotter
and the surrounding areas, and tourists, will come to swim and picnic
all summer at Big Spring Park on the White River.
In
early years, a cable was placed on one of the spring’s strongest
sycamore trees. Most of the kids in Cotter learned to swim using this
cable as a launch. It was very sad for all when a bad wind storm blew
down the old tree in the early 1980’s. Jack Hornbuckle, a resident of
Cotter at one time, wanted the kids to have a swing. He purchased an
iron beam for $50. Arkansas Game & Fish and the city of Cotter put the
beam up. Hopefully it will be here for years to come for all to enjoy.
If
you want to be refreshed on a hot summer day, go take a dip in the
spring.

Washing
Headstones

Lee Roy Anglin
volunteered through the Saturday Club to clean some of the
headstones in Walnut Hill Cemetery. He cleaned moss, mildew and
mold off the old stones with a combination of soap, bleach and
elbow grease. Lee Roy believes that the bleach will retard the
return of contaminates that had discolored the stones. Lee Roy
enjoys spending his time outside and frequently does maintenance
projects at the cemetery. He did a fine job. You can have a look
at his work by visiting our beautiful cemetery. Thank you, Lee
Roy!
Cotter Hair
Studio Sold!
Time marches on, and Leon and Shelly Baker have
sold their building at Second and McLean, the “Cotter Hair
Studio”. This is an appropriate time to say thank you to Leon
and Shelly. Though they are moving no farther than Cartney, we
will all miss Shelly’s shop and all the good news and laughs
that were available for only the price of a haircut. If she
wasn’t busy, she might flag you down to share a story or two.
Shelly was an active member of the Chamber of Commerce – many
will know her as the Easter Egg Hunt Lady. Leon was an active
and dependable member of the Planning and Zoning Board. He
continues as the manager of the Cotter-Gassville Waste Water
Treatment Plant with outstanding performance. Thanks to both
Shelly and Leon. We hope you will stop by and give us some news
from Cartney or Cotter!!! |

Welcome Singer
Family
Matthew and Kim Singer
closed May 25, 2007 on the purchase of the “Cotter Hair Studio”.
The Singers are currently living in Fort Smith, Arkansas where
they have been for 15 years. The Singers have a daughter who is
a junior in high school. She puts a sparkle in her parents’ eyes
when she is mentioned.
Matthew is degreed as a
veterinarian and Kim is a photographer. The Singers are well
acquainted with the local area; they are fly fishers and own 40
acres at Jordan where they plan someday to build their dream
home.
Their plans for the 2nd
St. location include opening a photography business and later
adding a boutique. Matthew and Kim intend to add their personal
touch to the business while maintaining the nostalgic look of
Cotter’s downtown area. Kim says a lot of their investment in
the immediate future will be purchased with sweat equity. The
TCN, and all of Cotter, look forward to having this family,
their ideas, attitude, and energy in the area. Welcome Singer
family! |
City Council
Notes by Mo Mosley
The
May 24th city council meeting was called to order by Mayor
McNair at 6:00 PM. The agenda and results follow:
1.
Roll Call, Invocation,
Pledge of Allegiance
2.
Approved minutes of
special meeting held on 4/4/07.
3.
Approved appointments of
Richard Tucker and Gary Simpson to the Planning and Zoning Commission.
Commission Chair Denis Dunderdale had good things to say about the new
members and they were approved unanimously. The new members replace Leon
Baker and Drew Pierce. The city appreciates the past efforts of Leon and
Drew.
4.
The city water well pump
was hit by lightning and replaced at a cost of $18,000 dollars. The
city’s insurance has a $5,000 deductible. The lightning stuck the power
line, and even though the well house has all the “bells and whistles”
available to protect the system, Mother Nature’s lightning bolts are
faster than switches.
5.
Discussion of Cotter
Newspapers from City Hall. The Mayor indicated that someone had asked
for money to publish the TCN, and the city attorney and the Municipal
League did not think the city should support the paper. Mo Mosley, a
member of the Trout Capital News Association and one of its publishers,
informed the council the paper had no need of city money and had not
requested financial support. The city published the TCN from its
beginning until January of 2007, and money was approved in the 2007 city
budget for its support. Now that the paper is not published by the city,
the fund is no longer needed according to Mosley. Councilman Peters
asked about money that citizens had paid for advertising when the paper
was not being published. Mosley explained that people who had paid for
advertising would be carried until their time runs out and the TCN would
then ask them to continue advertising.
6.
Discussion of no-refuse
burning ordinance with reference to ordinance 4-77. People have
complained about neighbors burning garbage. There was discussion on what
to do. No decision was made.
7.
Address proclamation of
Witch’s Hat Tank on Highway 62B. The Mayor will present a proclamation
at 2:00 PM on Tuesday, May 29 at City Hall after which we will get going
on a grant to fix up the tower.
8.
Discussion of duplicate
ordinance 2007-06 regarding fences. Final fix on straightening out the
duplicate ordinances by eliminating one ordinance.
Other
Information
The Mayor and Councilman Gil Stammer
reported on the success of the Chamber of Commerce-sponsored Trout
Festival.
The Mayor reported on the T-Bucket Car
extravaganza on July 20 & 21. There will be a dinner for T-Bucket owners
in the park and a sock hop at the Youth Center.
Yard clean up discussion about who was
to get a letter and who would not. The Mayor prefers to handle it on a
one-on-one basis
Jan Peitz reported that the Branding
Cotter spot was running on AETN. Jan said the final production video
will begin running in July.
